reminded that these conditions might not continue much longer

and that it would probably be difficult to obtain equally

advantageous terms later on. Clifford also said that Canada

might conceivably have commercial interests to safeguard whicy

would render participation in Treaty or insertion of accession

and never the less clauses of substantial importance. Van den

Heever suggested in reply that it should still be possible for

any Dominion to accede subsequently to a Treaty concluded by

Great Britain withou.engaging in negotiations either now or latex,

which might raise awkward issues in the case of some Dominions.

It may be possible to influence Van den Heever before

he submits his üpînion or Prime Minister before he commits

himself to a definite reply to you and I should therefore

be glad to receive earliest possible expression of your views.

I could easily raise the question by reminding General Hertzog

of the urgenty of the matter and enquiring whether in the

event of his having any difficulties I could be of assistance.
